

Increasing development will also boost local institutions, as it does in vanilla, but only for vanilla institutions. The only balance changes are some penalties for tiny countries to mitigate overdevelopment, otherwise the mod will use existing scripted development cost modifiers (including from other mods). In the main version (shown in the screenshots above) development is increased by putting money into the "development budget" and then constructing a development building that will quickly be replaced by a point of the relevant development. Money in the development budget can be withdrawn back out at any time, and there's a "mapmode" that will show the approximate local cost of provinces as well with color-coded province icons (displaying development cost directly in the provinces is unfortunately impossible).
